I remarked to my instructor that when I wrote compositions and term papers for college, I never wrote an outline. She said, "Every writer has an outline. The fact that you don't write it down doesn't mean the outline doesn't exist. Still, I understand that a writer must let a publisher know what she intends for her novel and all its elements.
